I am therefore to request that the Duke of Devonshir will be good enough to telegraph to the Governor to ascerta whether the Colony is prepared to accept Sir John Oakley the independent and competent Surveyor under the terms of the circulars, As regards the cost of employing him, this, under the terms of the circulars, would be charged in the first instance to the Colony, or if the Colony is unable to agree to this, it is suggested that the Colony might share the expenditure with the Army Council as a special case. But, in any case, the Council request you to ascertain at the earliest possible date whether, without prejudice to question of cost, the Colony will agree to accept Sir John Oakley's valuation as final for the purpose of the proposei transaction.
I am to add that Sir John Oakley's remuneration will be 2,500 guineas, to which must be added the cost of his passage, and expenses at a flat rate of 5/- a day when on board ship and 30/- a day when at Hong Kong, the whole to cover a maximum period of fourteen weeks from date of departure from London to date of return.
